Finland is a small northern European country, with a compact and highly regulated construction sector. The earliest PPP (public-private partnership) projects took shape in the mid-1990s, and various PPP delivery models have been experimented with and implemented since then. For our analysis, we selected the most significant early PPP projects (later referred to as SchoolProject and MotorwayProject) as examples for learning. While both of them can be considered as successes, they reflect specific implementation requirements in the two sectors they represent (construction and transport infrastructure). We characterize the institutional framework and PPP market in the unique conditions of a small northern country. We then introduce the two project examples. In the final chapter, we draw conclusions on public value in Finnish PPP projects.
