Public procurement is vital for fulfilling the basic functionalities of a country and every year billions of euros are spent on it. ICT is one of the biggest procurement categories, annually amounting to over billion euros. With society becoming more and more dependent on digital solutions, the importance of ICT procurement is only going to grow.
In 2020 the Ministry of Finance published a report detailing the current state of public procurement in Finland, which discovered that there is a lack of understanding on the competency of procurement. A self-assessment tool was created to combat this problem, which is only a partial solution, as it does not measure the procurement process or the artifacts created by it. This represents a research gap.
Software requirements are one of the most important artifacts for the success of an ICT project. This thesis contributes to the understanding of procurement competency in Finland with a focus on requirements. A literature review was conducted in order identify key attributes for the quality of requirements. Then, the quality indicator metrics were designed. The metrics were then used on requirements found on 19 public requests for proposals. The results show that the RFPs wary greatly in quality, which supports the need for more research on procurement competency.
